If the debt is council tax or a fine - I'm sure the bailiff can seize the car. However even if the judgement is for an ordinary debt bailiffs will usually clamp any car outside your house.
Bailiffs don't really want your possessions, they want your money.
There are rules about not being able to seize "tools of the trade" but more and more I hear from people who's rights are being trampled on by bailiffs.
